Yes, It Can. Magnesium is absorbed through the skin, and can relax vascular muscles. This relaxation reduces pressure in the blood vessels, therefore lowering blood pressure. As always, proper nutrition and exercise is always best to add in also. Always check with your Physician, and check dosaging.
Caution... If you have hypotension (low blood presure), use magnesium salts carefully. They can reduce blood pressure even further.
